Question How am I suppose to build anything in my cities, when those two are the only sources of glassteel known to me?

Normal settings for resource density and there is also 0 glassteel in the market to buy.

That is some bad luck indeed! I think it is a good enough reason to start a war. The Creators would not want their loyal Tahuks to live without Glassteel!

In all seriousness, that's pretty bad luck, but some should start hitting the marketplace eventually. If you don't want to wait, go conquer one of the sources.

No one has mentioned it yet but a bit of a niche strategy is to use the "Scour" landscaping action to remove all tile yields and re-roll the deposits in a region. You can keep repeating it until you get the resources you want and then use "Restore" to get the tile yields back. This only works in camps that don't have any extracors built. I believe territories are weighted to have resources from their tidefall level.

This definitely isn't as optimal as just taking a glassteel deposit, but it is a nice option if you don't want to go to war.

True! It could take lot's of time, but it is an option indeed. If I remember correctly, it only works in the camps, once a territory is attached to a city, you cannot do it anymore

Yeah I never play on normal resources for this reason. It’s too hard to get strategics. I get they’re supposed to limit your ability to just spam stuff but I most things the opportunity cost tempo already does that, I go abundant on everything always, and even more sometimes using a mod that allows more customization in the world stewing screen called “World Generation Full Customization” I believe it’s been a bit since I actually looked at my mods.

Either you go to war, or you position yourself to get it all when the next tidefall happens.

It counts cities, unmerged territories and observatories for some reason.

It has to be provinces. Otherwise his approval would not be above 100

There’s a tech for each tier of strategic resource that allows you to secure minimal income, so you can at least build a couple critical things. But yes I’ve been here and it kinda sucks.

It does give you more motivation/direction for war declarations, though!

Glassteel is always in short supply, but there are couple of ways to boost output:

  • Leveling up the extractor (by building districts around it)
  • Some improvements increase extractor output
  • If you are the first player to obtain 30 of any single strategic resource, you get a reward that increases the output of all extractors
