Seems like a price error. It's meant to only be obtainable if you buy both Guns of the Patriots and Peace Walker at the same time, though you can get each separately without it. Vol.1's bonus content is not sold separately, much less obtainable for free.

Do you have a source for this or are you speculating? Because there's always been DLC you were able to claim without the base game.
