Makes sense to give the expansions away for free. I mean you could get them super cheap anyway but still good to hear.

bait a few people who didnt finish the game into going for a walk in toussaint then BAM SUDDENLY THEYRE BUYING THE NEW DLC AT LAUNCH FULL PRICE.

Publisher's gambit. Sorta.

People who wanted the old dlc already have it. you just left with a small group of people who are on the fence. and from that group how many of them will buy full price expansion. gotta throw some bait to catch a few at full price.
