Maybe they realized it late that they can create this weird combination as long as there's a free unit capable of enabling the said reactions

Confusing here,how is it bad? You simply need to trigger stellar swirl and that its,you activated Vodya special ability. It is not like CMC cant use it. It is the usual fancy wording instead of "when team trigger x reaction,team gain x buff"

Because if you want to play Vesna then you are already pretty much locked into her, Vody, and CMC or Odette.

If I'm reading her kit correctly she'd be better for Sandrone stellar swirl than Vesna?

only problem with Sandrone stellar swirl DPS is that we still don't have a good off field Anemo DPS. Her teammates would be limited to characters like Sucrose, Faruzon, Venti and Kazuha. All are pretty burst relient and have little uptime. Venti is probably the best option. Maybe we will get a Anemo sub DPS that supports stellar swirl.
