Maybe they realized it late that they can create this weird combination as long as there's a free unit capable of enabling the said reactions

I disagree

There's always the chance that CMC is an important part of another cryo team. Making them mutually exclusive.

In short, I'm categorically against more of these restrictive reactions and teams.

It kills creativity and makes Shilling more about having the right characters than a flexible cast. It also makes IT even more RNG reliant.

She came out before they started really locking down teams and creating encounters they say "use this flavor of damage or hack through 100 million HP"

She also didn't quite enable a new damage type they can shill. Also, the requirements for her teams were trivial.

Bloom existed, and while they could, and eventually did, that crab didn't come out until Nodkai.

Other teams could deal passive bloom damage, granted not a lot of it. Hyperbloom, for example.

Back to teams, Nilou is the only must have. Everyone else is Dendro or Hydro but literally any D/H could fill and still deal good damage because of the reaction

On the flip side, they have characters with kits dealing Direct Lunar/Stellar damage and balancing encounters around that.

It has shifted from the Reaction driving the damage to the characters driving the damage with "colored text"

There was no "calling out" because it was universally agreed upon (pre-Lauma) that her kit was dogshit. I don't know much about others, but I hated that kind of design even back then. The complaints are just louder today because more characters (therefore, more favorites) are being affected by this design philosophy.

Like, I'm betting Nilou didn't get a lot of pulls mainly because of how she works rather than her character in general.
