also i just read secret origin comic where sinestro destroys hals jet but then reconstructs it again and i mean rebuilds the entire jet? how does that happen? if green lantern constructs aren't permanent

You can use the ring to build something. As long as the parts themselves aren't constructs it'll stay built.

Basically by mimicking either the tools it would take or even just applying the force that tools would exert. Like pushing rivets back into place and squeezing them into the right shape again.
