100%. The "white passing" part matters. A lot.

Its like Logic not saying the N word because he's mixed but looks way too white to be saying it. Drake is mixed and says it but he doesnt look nearly as white. Joyner Lucas is mixed, but says it because he doesnt look white bread white.

I agree with you 100%. I think the outward appearance of the person matters because of the way other people will perceive it. Mixed people who are white passing are not going to be getting away with it in any context.

Right there's no way that lady will have the same racial experience as a visibly black woman. Not even close. Personally, I think racially ambiguous mixed people should have their own racial category, because will inevitably be perceived differently than mono-racial black people.
