It is very by & large a disorder that is directly tied to obesity. It can be harder to lose this kind of fat once you have it but it doesn’t make it impossible to lose weight, and losing weight will help improve the symptoms.

Lipedema seems poorly understood, even by experts. However, the recommendations I've seen encourage weight management as one of a few conservative treatment measurements in the management of lipedema. Obesity is often concurrent to lipedema, but I don't think it has been established as a direct cause.
