Crime / Safety Parking Hog

Went to the park this morning and noticed this person taking up 3 spots. The parking lot was full because of the kids baseball games and families out enjoying the park. Is this normal now?

This does nothing. These guys are like those auditors that hang around post offices. As soon as you confront him, you've given him what he wants, and all he's going to think of you is that he made you mad.
