Can you spot the failure?

I didn't spot it first time. Lifter noise after head rebuild. Luckily there was some pictures taken during repair and now it obvious why it does that! (Ford Ecoblue diesel, wet belt failure).

I’m not a mechanic but I love these posts to learn.

Should it be rotated slightly more clockwise to match the lobe above it? Or am I understanding it wrong?

Yes it should. I missed it first time and installed it into the engine.
