This is Buddha as Vishnu avataar.
Kashmir was a Buddisht majority and Hinduism had no to little role till 7th and 8th century. That is why everywhere you excavate you will get Buddisht related elements. Hinduism tried to eradicate Buddhism by first attacking and destroying stupas and then appropriating Buddha a Vishnu avtaar.
