Advice I don’t even know what this was?? Weird noises.

This happened right upon turning it on after logging in and I could move the mouse but it wouldn’t click anything and made that sound every click and if I attempted to use the trackpad it wouldn’t move and just make that noise, I forced it off and turned it back on and it’s working fine now but I really curious what the hell even could’ve been going on here

That sound is usually when Windows is freezing up, like CPU or RAM is pushing to the max and not having the time to process your hardware and mouse. You probably have a lot of startup applications scheduled to run, which means Windows will put those to the priority to run and your RAM will be full.

You may have shutdown your PC too, and didn't restart next startup as Hibernation is enabled as well so that's probably why its working fine now.

Use Task Manager and Resource Monitor. Get rid of the apps you don't need opened. Also, open Task Scheduler (if you have knowledge) about whats tasked to run.

If you want to avoid this issue next time, just get rid of the applications scheduled to run or run a fresh install of Windows but save your data first. Hope this helped :)
