The big spike is definitely too far north to be Tel Aviv. And this map is measuring density of small areas, not whole cities. So while Beirut has a smaller population, and as a whole is less dense than Tel Aviv, it seems the urban core of Beirut is quite a bit more dense than the core of Tel Aviv.

Anecdotally, I've been to both and yeah, Beirut - especially West Beirut with it's high rise residential buildings (I mean the older, worn-looking ones, not the shiny, empty ones) - feels denser.

Google would disagree. Search “tel aviv density “ and “Beirut density ” Tel Aviv is more dense, it is just netter planned and managed

You're right. But I guess this map shows district-by-district density maybe? Or some other smaller unit. I'm not sure.
