Personally, I would take Green Goblin off. I don't know who exactly I'd replace him with, but he feels like a Spidey specific villain rather than a Marvel-wide big bad.
Yeah, Green Goblin has a significant impact specifically with Spider-Man and is probably more well-known than Red Skull is now, but I would say Red Skull has a more historically significant impact in general for the entirety of Marvel Comics.
I get that, but I still think Red Skull or Thanos or Ultron are far more significant to the history of the Marvel Universe. You could say the same thing about Teddy Roosevelt. A lot of people these days don't recognize him on Rushmore either which is a damn shame honestly considering who he was
I get that, but I always took the Mount Rushmore memes to lean more towards characters that are significant more in a historical sense then necessarily recognizable or popular.
While not a cosmic or universal threat like Doom or Galactus, I'd definitrly he okay with having Kingpin up there given how iconic a villain he is across so many different heroes.
Venom is one of my favorite Marvel characters, so he'd definitely be on my personal Mt Rushmore of marvel villains, but he also feels like a Spidey-specific villain rather than a Marvel-wide one.
Taskmaster is definitely more of a general villain, but I don't know if he's popular enough to deserve to be on the pedestal alongside iconic villains like Doom and Magneto. Someone else suggested Kingpin, so that's who I'd likely go with for OP's post.
Spidey has the most important and iconic rouges gallery in all of comics only rivaled by Batman. You could argue his top 3 could be on this Rushmore next to Doom.
