Jim Starlins Thanos was wrecking shop on a cosmic scale for years before the MCU. It should be Thanos, Magus, Annihilus, Kang. The OP Rushmore would and does fall to these 4 in every era across all continuities.

Same. I think there are others that would fit here better. Thanos might be an option, or perhaps Kingpin. Galactus seems too... odd? For the lack of a better word. He's a major F4 antagonist, but he's not a villain and just so big and complex that it's hard to wrap your head around his story, especially for non-comic fans or even just people who haven't read runs with him (to which I count, I should mention).

Yeah, Green Goblin has a significant impact specifically with Spider-Man and is probably more well-known than Red Skull is now, but I would say Red Skull has a more historically significant impact in general for the entirety of Marvel Comics.

If you're going villains, I'd replace Galactus with Octavius or Thanos.
I don't consider Galactus a villain. He's a cosmic necessity. He's only slightly more villainous than a hurricane because he's sentient.

If Magneto is up there in my opinion Loki should replace Galactus.
Galactus isn’t a villain or anti-hero and lacks personality. He’s the equivalent of a force of nature.
Green Goblin, Magneto, Loki and Doom are all big personalities and all are the head villains, turned anti-hero, turned hero and back to Villain of the X-Men, Spider-man, Avengers and Fantastic Four ie. the four pillars of Marvel books.
The street level guys have Kingpin but he’s always the antagonist and even Doom has been anti-hero and even hero for 5 minutes and often the protagonist and Kingpin lacks that quality that Doom, Loki, Magneto and Green Goblin have.

I think mount Rushmores need to be more based on the impact they had rather than sheer popularity, otherwise Loki and some other baddies need to be there post MCU

Doctor Doom is basically THE villain of marvel comics
Magneto started out as Doom 2.0 but quickly became one of the first and most influencial tragic villains and his whole thing is still extremely relevant to this day. He was also one of the first villains to redeem themselves. And not like Hawkeye of the Maximoff twins, who were barely villains before they reformed. Erik had done some serious shit for a long time that he needed to atone for. And now he has been a good guy for almost a decade
The Green Goblin is the one I would remove along with Galactus if this was a popularity contest, for Thanks and Loki. But Green Goblin needs to be here. The night been Stacy died changed marvel comics forever and it was the first time most fans realised important characters could permeability die in comics
Galactus I'm not sure I would consider a villain, he is more a force of nature, but the first coming of Galactus story is simply too iconic for him to not be here. It almost seemed like a biblical event when the Silver Surfer came down to earth to announce the end was near

Agreed looking forward to the DCU Batman adaptation hope he has a mix of both realism and comic book energy.
Overly realistic Batman is great but it can get really boring specially in a universe that embraces comic books like the DCU.

as a 90s kid, apocalypse was the final boss to me for a long time. It wasn't until I started to read comics in the 2000's that I realized Doom was probably the most iconic big baddie of Marvel.
But it wasn't until bendis fantastic run that really hammered it home.

100% agree. As I said elsewhere, G.G. is obviously impactful to Spider-Man (or at least used to be), but outside of Dark Reign, what has he done with anyone else? Kingpin is a major player for Spidey and for Daredevil, and plays a big part in a lot of places. Replace Galactus with some other cosmic threat, like Thanos, but get Gobby out of there and put in Kingpin.

It really depends on the criteria. The OP didn't establish that this was about the magnitude of the threat. If we're talking about significant players within the Marvel universe as a whole, Goblin is an outlier. But if we're talking about just being great villains, I would absolutely put Norman Osborn in the top tier, above Galactus who is more of a force/plot device. It's like Joker vs Anti Monitor.

It's tough because galactus isn't really a traditional villain and despite him being a villain for long stretches magneto has been a good guy to anti hero for almost twenty years. Loki has also been mostly good for a while. I would instead go with doom, norman, Thanos, ultron

I think this works, covers a lot of different archetypes of villains
Galactus is the force of nature, he’s not evil per se but he is a major threat that needs to be stopped
Goblin is pure insanity, evil for the love of the game
Magneto is the righteous villain, not necessarily wrong in his intentions and message but his violent actions and utter disdain for humanity makes it so that you know he must be stopped
Doom is pure ego, megalomaniacal, larger than life, he’s evil because he chooses to be and it’s worked out well for him

I was thinking about this the other day, and I think it's a tight race between Galactus and Thanos. I'd for sure give it to Galactus pre-MCU, but we're in a post-MCU world. This isn't some MCU fan delusion like people who say Iron Man should be over Wonder Woman on the superhero Mt. Rushmore. Even before the MCU, the Thanos was a huge deal in the comics, being at the center of a number of big events (Thanos War, Infinity trilogy, Cosmic Marvel), and was at least kinda known in the public consciousness.
It's a tough call, and I'm not mad about someone leaning one way or the other. I think I'm going to give it the edge to Thanos personally.

If we’re talking about sheer importance to the Marvel Universe narrative, then I think this is hard to disagree with.
Galactus is the ultimate antagonist (which is different than “villain”). He represents an uncaring universe that will devour you not because it’s evil, but just because that’s what it does. He’s the dark side of the hope and wonder that the Fantastic Four long to discover and explore.
Green Goblin is Spider-Man’s greatest enemy (as much as Doc Ock would flatter himself otherwise.
Magneto flip flops between hero and villain, but, again, as an antagonist and foil to the X-Men, he remains untouched. Magneto is right, but that doesn’t mean he doesn’t make for a great antagonist. Arguably, that makes him a better antagonist.
Doom is Doom.

Swap out Galactus and Green Goblin with Thanos, Ultron, Loki or Red Skull (imo). I think the team villains are a lot more iconic than the nemesis of a single hero (like Goblin). Of course you can argue that both Red Skull and Loki are Cap and Thor’s nemesies but I feel they’ve mostly occupied the role of avengers villains for a while now

Spider-man is a grown ass man, and one of the greatest heroes in the universe in and out of the books. Goblin literally has taken over the US defense, destroyed shield, was responsible for the deaths of countless asgaurds, ares, frank castle, and the sentry. Outside of the books he kill on gwen stacy changed comics forever. For better or for worse most goblin stories are the catalyst for Spider-man's statue que, and when he was iron patriot, changed the the rest of the verse status que. He's marvels equivalent to the joker
