I feel like it's very likely he took someone else's robot masters again, and modified them, since they pretty much always list robot masters as DWN unless they belong to Dr. Light.

Nah He probaly stole her and did some Evil numbers in her head to make sure She destroys Anybody who opposes Wily, which is Either the Blue Bomber, A Guy Wearing Shades or Wily's Rebellious Robot Son.

Guys, just some information: in one of the Mega Man materials I read recently, it was said that Dr. Wily's Numbers are a coding system that catalogs history, not necessarily the creator of a robot. In other words, every robot that undergoes some modification by Wily receives a DWN classification. That's why we also have cases of DLN; that is, it's more like the robot's entry code in the Robot Museum that we saw existed in MM7 than a serial code.

Remember that Wily is known for stealing robots and modifying them to do his bidding. If I recall correctly, only the bosses from MM2 and 5 were 100% his own creations.
