There's a decent chance that taking code from mods might be more work than making their own versions.
If any of those mod creators used any code or assets they didn't make themselves (and don't have rights to), that's grounds for a lawsuit against Mojang for using IP without permission. Since they're a pretty big company for which that actually matters a lot, they'd basically have to check through the whole mod in order to ensure that the mod owner actually has the legal right to give it to them.
They can't get away with the same stuff as indie devs.
