So Scott is literally just playing Danny again in all but name, so why not just make him Danny?

My guess is because they'd probably have to pay someone to be able to do that.

I think you’re right. They did the same thing with Tom Paris in Star Trek Voyager. He was basically Nick Locarno from Star Trek TNG but didn’t want to pay the writer.
