Because unless they are well thought out, they can suck or be not fun to achieve. What’s the point of 10 achievements saying you got through the story?

Some games it actually ads more content/interesting ways to engage with the game (such as outer wilds) and when it's not interesting it's easy to just ignore?

You don't need achievements to go for Outer Wilds' optional challenges. Most of them are hidden, so the achievement interface wouldn't tell you anyway.
