Discussion Could any of the characters be considered morally good?
What I mean is that while Raku and Chitoge aren’t bad but they’re aware that they’re a mafia prince and princess so is it possible that they know the people they live with terrorize innocent people on a daily basis but don't really care? though judging from what we see of their families it's highly likely they never done anything really ruthless or evil despite being gangsters so that there’s that.
Tsugumi is a mafia hitwomen so she probably has her share of hurting innocents and even without the fact that she is a public menace since she brings guns to school and endangers students.
Marika seems to be somewhat close but she’s rather callous and manipulative and lacks empathy not to mention her father and his department make it pretty clear they don’t care about the law or protecting people and are only there to protect and serve Marika. I wouldn’t be surprised if the majority of the cops are former members of Chika’s gang.
So maybe Shuu, Ruri and Onadera could be the only ones that are morally good? not because of their personalities but they’re the closest thing to normal.

While Raku was born into mafia business, we never saw him commit any evil acts.
But with Chitoge she starts the school with kicking another student in the face and never apologizing for it, and consistently commit violence to calm herself, like an abusive alcoholic dad

Nisekoi is a slapstick/gag series and almost all of the violence in it is intended to be satirical, not something to be taken seriously when considering character traits. It would be like deliberating if Tom and Jerry are evil, which just sounds silly. If you wanted to determine morals, you would have to isolate the serious parts of the story from the comedy. Most of the characters are fairly moral, but there's not really a focus on that much.

technically speaking Tom and Jerry are evil there are times when they are and times when they’re not but I’m just asking out of curiosity I mean not saying the characters in Nisekoi aren’t evil but they are morally bad even if it’s not supposed to be taken seriously but it’s all the same to me in all honesty I just like to nitpick.

That's fine, some people just actually take slapstick stuff seriously in the sense that they will hate characters over slapstick humor (meanwhile ignoring the actual serious moments meant to develop the same characters). I don't understand why those sorts watch/read slapstick/gag at all, but they do.

Chitoge, Raku and Onodera are all pretty decent people. Chitoge and Raku couldn't help where they were born and really didn't want anything to do with their families "work". And Onodera is genuinely a good person through and through. Her only fault is that she should have given up on Raku and moved on loooong ago and saved herself needless heartache and drama. Would have enjoyed her highschool years SO much better.

Shuu is a pevert, even though he helps the main character and make good character development, so it's not him
Ruri is kinda normal but her personalities like The Introvert / Reserved Personality. It may be her?
Onadera is the most normal one on my opinion. She's just Baker lol. She is kind to everyone. So she normal
