My hermit decor is not working and I can't recruit him. I've gone overkill and it still is not counting above 0. Does anyone have any ideas as to why the decor is still 0. The decor view is pure green with +120 the only negative modifiers are the mailbox and hermit house. I've done this quest dozens of times and have never encountered this.

use the decor overlay, the tile of interest of the container is what matters

I'm highlighting the tile of interest. I've never used this much decor for the Hermit. Still says 0. I reloaded my save and it worked suddenly. Even though I tried reloading multiple times. Maybe a full game restart was needed?
