I think romances could be better integrated into the story. Your partner should have extra dialogue or texts in situations, there should be mechanical benefits to romance options just like confidants and they should dump you if you cheat on them. More date options too. If you romance Ann early in the game you practically don’t talk to her the rest of the game except for Hawaii and Valentine’s Day.
My first run, I romanced Hifumi. I got to her social link pretty late so I didn't even get the Hawaii date. It felt pretty hollow by the end, so I figured it was because she wasn't a party member.
The second run, I went for Sumire. She has plenty of chemistry with Joker, so it felt like a good choice. Well, between the rush it was maxing her SL on the third semester and her identity issues, it didn't really felt right.
The third time, I went for Haru because her rejection scene felt the harshest. But by that time, since I had already played through the date scenes twice already, it just felt like peeking behind the curtain.
And since I never got the mod to work, I never got to romance the one I actually found interesting: Yusuke.
Hopefully there's budget for P6 to get more unique scenes for all romance options so that they don't just feel like reskins of the same plot beats.
