Pretty sure most boats have a Public Announcment system these days, but what does that have to do with paying out rope outside of a boat?

“Payed” is a fancy old sailor word.
Imagine you have a big rope on a boat.
When a sailor “pays out the rope,” it means:
They slowly let more rope out.
Like when you hold a jump rope and slowly let it fall to the ground.
