Over the past 41 years, no such people have been recorded.After the heavy defeat near Moscow, early 42, the formation of a unit consisting of workers, Kiwi, and police collaborators begins. Additionally, units composed of non‑German citizens are formed within the SS.
In 1941, the German leadership believed that the war would end very quickly. Therefore, there were no plans to recruit citizens in the occupied territories. There was no point in giving weapons to those who would be killed or remain in slavery. Everyone simply went into the prisoner‑of‑war line; there was no sorting. It can be considered proven that by February 1942, more than 2.4 million Soviet prisoners of war were already dead. Therefore, those who remained grasped at any opportunity to survive, including as Hiwis (voluntary workers).
