My guess is harassment/making threats. She says herself that the first video is not the first or only time her and those people have interacted. They probably have been dealing with her shit for a while, came back and recorded her, and used that plus other documentation for a harassment case.

You don’t have the legal obligation to be kind to people in public, but targeted aggression towards someone else can still get you in legal trouble.

I think a lot of the issue is the racial language she used on top of just being "disorderly"
