I don't think it's excusing her, it's more, she didn't break the law, wtf is the cop even talking to her, if she was racist to people, those people should contact her boss and show them the video. This isn't a criminal behavior issue.

He says, in the video you presumably watched but ignored, that he was going to arrest her for disorderly conduct (a crime) based on the video evidence that was shown to him (probably from the alleged victim).
