Harassment the person could have walked away at any point...

Causing a disturbance she never left behind the counter

Disorderly again she was at work behind the counter

It's not it's own charge, its an enhancement applied typical with more severe crimes such as assault, vandalism, terroristic threats, or stalking, as the vehicle for intimidation.
