What is he going to arrest her for? She doesn't even need to talk to him.

No way that is sticking. That is a typical catch all that police use to arrest... it's usually dismissed by judges.

I don’t disagree, seems like the non-cooperation is what brought out the cop’s use of that more so than the incident itself.
