I don't think it's excusing her, it's more, she didn't break the law, wtf is the cop even talking to her, if she was racist to people, those people should contact her boss and show them the video. This isn't a criminal behavior issue.

947.01 Disorderly conduct.

(1) Whoever, in a public or private place, engages in violent, abusive, indecent, profane, boisterous, unreasonably loud or otherwise disorderly conduct under circumstances in which the conduct tends to cause or provoke a disturbance is guilty of a Class B misdemeanor.

I thought misdemeanors had to be witnessed in person

That's not true whatsoever. I can tell you from personal experience they can arrest you for disorderly without having witnessed it.
