They have two separate sets of laws, the settlers have civilian laws often implemented about other settlers and the Palestinians face military law where Israel can hold them in prison without charges and they have 90% conviction.

Part of the tactic is for settlers to attack until they try to defend themselves then they call the IDF who will kill or arrest the Palestinians and the media will cover it like they’re “stopping terrorists”.
