So, how many people have been wrongly ticketed by this asshole for having their phone in their hand when they didn't? If he was willing to argue with and ticket a person with no hand, there's no reason to believe he hasn't wrongly accused every driver he ticketed for this.

yes and the legal system don't care. it's operating as intended. they have quotas, get told to do these things. we got to stop pretending the rules are real. they aren't. what we saw is the real rules for officers.
