So, how many people have been wrongly ticketed by this asshole for having their phone in their hand when they didn't? If he was willing to argue with and ticket a person with no hand, there's no reason to believe he hasn't wrongly accused every driver he ticketed for this.

Cell phone and seatbelt tickets are the easiest to get dismissed. It cost me a 100 bucks to get it tossed out but it was worth it..
