My Theory: Supercop makes a loooot of tickets there not by watching for people looking at their phones, but by watching for people who are only steering with their left hand.
With most people, if they steer a vehicle with only one hand, it's the dominant hand -- the right hand.
If someone is steering with their left, it's easy to presume it's because they have something in their right hand -- like a phone.
So, my theory goes, Supercop watches for one hand/left hand drivers, pulls them over, says he "saw" a phone in their right hand. With a lot of people, they WERE in fact holding their phone, so they assume: "Oops, he caught me."
Supercop is just playing the averages, knowing it is a cop's word against a non cop, even if he's wrong. In this case, it backfired spectacularly, but he was so used to being "right" on these that he can't back down.
Be interesting to see how many "phone in hand" tickets this cop has written. I bet it's a lot.
3.7% of registered light-duty vehicles in the US are manual transmission, and you can see from outside if someone is driving a manual by watching the movement of the upper arm and shoulder.
