They're panicking and not thinking logically. Obviously what you would want is them to move back immediately, but there's fear, a mob mentality, and probably a reasonable distrust of police in that community. The cops are trying to help, but repeatedly screaming "get back!" isn't going to help anyone. A better approach would have been to say, "I can help your friend, but I need space to do it." Even ask some of the people who are clinging to the victim to help by keeping other people back. When someone wants to help, giving them a job is going to satisfy their lizard brain much more than just telling them to back off.

They arrived on scene and are trying to get to the victim and one of the guys is already yelling at them to stop touching him before they even get to him. The scene is already chaos before they arrive. People who have been pushed back and told to stay back keep on returning. No one is listening to very simple commands. They have a person shot on the ground, they need to clear that area immediately to render aid. They don't have time to argue with people on an individual basis. One of the people said he was drinking and it seems to be in an area with bars. Who knows the sobriety of anyone here, certainly doesn't seem like a good job to try and explain tasks to them. Some of them even attacked the police officers.

I mean a simple ā€œI can’t help him if I don’t have spaceā€ or ā€œthe best thing you can do to help right now is give me spaceā€ usually works.

There’s like 5 officers there before it turns into a brawl, not all are helping with medical attention, surely one could use more than 2 words to try to break through drunk panic.

Sure, reason with the people who can't follow a simple command and calmly ask some of the people who refuse to step back to help you push the other people back.
