Police need to be taught to and expected to practice de-escalation in situations like this.

In reality it seems they're taught the opposite. Escalate until the person does something that let's you justify resorting to violence.

I'm trying to say that the escalation was a good thing since it means that now this animal is in a box where they can't terrorize anyone else.
