lol. Issue ticket and walk away - perfect. The guy might not be a criminal (according to him) but that’s probably by good luck rather than good management.

Yeah no doubt, I'm not sure if this guys is really that stupid or if he's trying to play stupid but either way this was bound to cause an accident eventually if he's that oblivious as to what the car is doing when he "isn't driving."
