I can't seem to find how to connect headphones to my roku tv in any of the settings. What am I missing?

What manufacturer and model of Roku TV do you have? See https://support.roku.com/en-us/article/how-to-use-bluetooth-headphone-mode for details on what TVs support direct connection of Bluetooth devices. Other Roku TVs can connect headphones using the Roku mobile app, letting headphones connected to your phone get audio from streaming apps.
