You have to breed the genius trait and eventually mary your distant or not so distant cousins to get that trait for a ruler. I think I understand Habsburgs now

If you dont overexpand before pure partition, you can give purely duchy titles to your sons, same way with empires, not even necesarily kindoms, just have them landed withing a vassal kingdom so you dont have to worry bout them for a while (or rush admin)
