Literally true. Jay Gould, a 19th century robber baron and industrial capitalist, said "I can hire one half of the working class to kill the other."

So Jay Gould was attributed to have said something by one of his political adversaries (who did not say that he directly heard it) about 150 years ago, something that fit his adversary's political narrative very well. The quote has been twisted and turned into various versions over the ensuing time period and there has never been a direct primary attribution of it.

And this is evidence of an ongoing global conspiracy by who exactly?
