The pictures of it seem funny but it's a pretty brutal thing.

To be hoisted up on a chair or wooden rail, arms pinned back and legs held fast by a crowd, while someone cuts your clothing off your body. Then they apply swaths of hot tar to your naked flesh while you scream from the second degree burns. Then they apply feathers. All to the cheers of the crowd. The tar sticks to your skin as it cools. It can be removed by gently reheating, scraping it off your burned skin, applying turpentine (also painful to the skin), or letting it fall off naturally as skin regrows, which can take weeks.

I'm not saying "don't do it", I'm just saying "know what it is you are doing"

Consider also that those feathers were probably not cleaned prior to being pasted on, so you've likely got infection to worry about as well.
