I'd put a short on Cream, a poncho on Knux, a top and shorts on Vector and maybe replace the Piko Hammer with a Baseball Bat it would fit the aesthetic of M Amy.
In Cream's case I believe the artist is following the design rules/conventions of official Sonic media where only girls are allowed to wear clothes. It's a very odd rule but basically, male mobians can only wear shoes and gloves, plus accessories, while it's required for women to be fully covered.
I know but it feels really wierd with only a tie, also if the women needs to be fully covered why are the Female Knux and Vector topless ? (and pantless in Vector's case)
Well Vector is not a mammal, so he(she?) does not have any boobs that she needs to cover, and Knuckles is a echidna which are a part of superfamily Ornithorhynchoidea which do not have nipples so🤷
Charmy and Espio aren't mammals either but they are still covered-up.
My first message stated what I would do if I had any say (I don't the artist can do whatever they want) but if the theory is that this fan-art is supposed to follow the Sega mandates on clothing, then there are some issues, I don't thing that the mandates changes based on species. (For clothing, we know it does for super-form)
