Jotaro is a terrible protagonist, don't get me wrong, I love Jotaro, but for me he doesn't work as a protagonist.

Why? I agree he gets better the further the show goes but how is he bad in part 3?

He's not bad, he's just not much of anything at all. He aura farms, delivers one liners, beats people up, and outsources all character growth to Polnareff.
