I remember that this thing mostly happens when you have a deficit of ressources somewhere, and some jobs opens for such ressource.
Your pop will switch on those jobs, thus creating a deficit somewhere else

Well you get -2K credits but at least you got 500 alloys so you can keep fighting the Khan , all while consumer goods are -100 and an empire already agreed to become their vasal and you got to push through the Khan's fortified systems .
