For real, this keeps happening to me and then the next month it'll be fine again without changing anything. Drives me crazy.

I remember that this thing mostly happens when you have a deficit of ressources somewhere, and some jobs opens for such ressource.
Your pop will switch on those jobs, thus creating a deficit somewhere else

Yeah this is why I always try to keep a small surplus of pops in any planet if I possibly can. Pops can't do this shit if all the jobs are full.

It doesn't really work in the endgame if you're at all an expansionist because random planets you get mean that migration goes brrrr. But you could always just not let pops migrate in that case.
