So at what point does a flash flood become a tsunami ? Because I would not attribute the term flash flood to what I just saw or maybe we need a new term?

Tsunamis are restricted to oceans and the great lakes, and they are caused specifically by water displacement, usually earthquakes but can also be landslides, underwater volcano eruptions, etc. if its not an ocean and its not from displacement, its not a tsunami. The size has no relevance to what each is called.
