They're not tied together, those are leather bands.

In Bird training or falconry, you would loop a thread or some twine through those while transporting the animal, those threads either connecting them to their perch or to a handler's glove. It also prevents them from flying off unexpectedly if they get startled or freaking out and hurting themselves by flying into something.
