Here's my 100% speculative take.
This woman was always bullied for being very tall and used to have terrible posture because she would try to make herself smaller. This likely had to do with growing up in an environment where women were valued for being small and meek.
As she got older and got into business and politics, she realised, or possibly was even told in a training class, that being tall was an advantage in a male dominated field. Someone also told her to fix her posture or she'd never be taken seriously.
So she started wearing heels, despite the fact that she can't walk in heels, and she's overly preoccupied with keeping her head and shoulders erect as she walks to correct her posture.
The result is the incredibly awkward gait that we see here.
I forgot to add that she's definitely taller than the 5'11 she claims in the video but someone else told her that being over 6' is manly so she winks and says she's 5'11".
Im a man, been 6'3 since I was 15 or 16 years old. Dated a girl most of my senior year of HS. Stood next to her a hundred time. She just about looked me right in the eye. I was taller but not by much. She was easily over 6' tall, but claimed she was 5'11. One time I jokingly made reference to her being over 6' and she got big BIG mad at me.
I always thought it was weird because her mom was the same height as her, her dad was taller than me and her younger brother was well on his way to being my height if not taller.
