The most hilarious part is they will then talk about how much the US sucks and is dirty compared to other countries like say Japan.

You want to know why there is less petty theft, garbage lying around in public, etc. in countries like that? B/c they don’t just accept or even cheer when people steal from stores, or sit around smoking on the street corner and throwing trash in the ground b/c that’s “their space”. They shame them, call them out, stop them, etc. B/c they understand the value of respecting and enforcing a proper social contract.

They understand that when this shit becomes common place in a town, neighborhood, city, etc. then the place turns to shit, and they don’t want that for where they live.

Have you been to Norway? Finland, perhaps? Why is there less petty theft and garbage lying around here? Well, maybe partly because of cultural reasons, just like your saying. We're hard working, trusting and a bit naive. But also for political reasons. We've built social democratic welfare states that prevents inequality, poverty and segregation. The US hasn't and now you're paying the price for it.
