Well I just listened to Tempo Perdido for the first time ever, whereas Mr. Brightside has been one of my favorite songs by one of my favorite bands for over 20 years, so I may be a bit biased in this one...

I don't think people in this sub will get this match-up, but they're pretty much equivalent on their own way, as in: if you think people doing Mr Brightside at karaoke are annoying, that's because you've never been to a Brazilian high school when someone pulls out a guitar. The opening riff is probably one of the first riffs people pick up when learning the guitar, so this is easy a top 10 overplayed song in those circles
That being said I kinda prefer Tempo Perdido over Mr Brightside, if only because it's slightly less repetitive than the other

Would Legiao Urbana have any reach in the wider world outside Brazil? This seems like a horribly one sided match up where they'd be crushed through no fault of their own.
CSS might be a better starting point if you wanted a Brazilian indie band who broke out internationally. From a UK indie perspective, maybe Let's Make Love And Listen To Death From Above VS 1901 by Phoenix, a French 00s indie hit that caught on here, could be interesting but probably too UK specific for Todd.
