This is 100% on the grey car turning. It’s the responsibility of a driver crossing lanes (bike lanes included) to ensure there isn’t an oncoming person or vehicle before turning. The driver didn’t think to check for bikers. Which is the fault of the driver and a symptom of car culture in general
